I have ever seen is a raven selling pet food. can't remember if it was the food it self or receipes. but he is in the entry to ravenscar. peony552
you can get evil snow men pets and ice serpents, ice manders, ice ninja pigs, ice colossus through the card packs...............dont know if that was what you wanted, but its an option.
Try the wiki pages on the list for ice pets, then see which Bosses drop them. That way you can keep in mind the Boss you might want to fight twice, if you think he has a pet you need. You would be surprised that maybe some other pet would be appropriate also, once you start looking through the list.
