Fishing spell rank ups

Do you need to buy the rank ups for the fishing spells?If so,where do you get them.The guy in Grizzleheim only has Rank 5 spells. I need 2,3 & 4.Any help would be appreciated

That's not how it works at all. The rank listed is the rank you need to be to train the spell.
