Chests

Just wondering if anyone else is not having any luck finding chests while fishing? I can't find any chests when fishing like I used to. I'm not sure if the game is bugging out or something. Chests should be common to find.

It seems to depend where you fish. If you try fishing in the elephant graveyard, you'll get a chest for every 10 tries or so.
