What is the best storm deck and where do I get it?

Please tell me where I can get the best storm deck (60 cards or so with more than 4 being storm).

Devora Shadowcrown in the Labyrinth seems to have the best deck for Storm (Shadowcrown's Deck of the Hurricane - 60 cards, 4 max, 6 max storm, 25 sideboard):
