Could someone tell me who gives the quest for him and/or how to spawn him in the Drake Hatchery please? I'm guessing it's a quest from a later zone since I finished the main quest line and the side quest line from Sunbrand already. Thanks!

If I remember correctly he is part of the drake egg quest which you get soon after you finish drake hatchery.

Though I thought he was always there dead center bottom of Drake Hatchery. He has always been there when I have farmed him.
