It's actually a kind of weapon and I'm pretty sure you have to buy it with real money. It's probably in some kind of bundle or pack but you could try looking in the crown shop.

It came with the Mega-Bundle along with the Sultan's Palace, Flying Carpet mount and Snake in a Basket pet.
