It's probably just a dead-end designed to make it a bit tougher to find what's needed. It's also possible that it was put there as a lead-in to a place that was never programmed into the game or that might be added at a future date.
There were certain places in beta that were added, but removed reason from it. This could be a place. Another place is the KT island you can't get to (I am not talking about he secret shop island).
