Obsidian Chests updated?

Back when i played these were the locations.

However my friend has only a few that he has to get. Why? When did this change take place and why do they still show up?

He only needed Royal Hall, Haunted Cave, Chelsea Court, and Ancient Burial Grounds.

What in the world is going on here :l I'm I had to go find them all when i did it.

I'm currently doing this quest on one of my toons, and its the same for me as well. I went looking to try to find out why some of the chests weren't working. At least its not just me.
