I can't go to next world

I just beat ds and can't go on to celetisa why? I am lvl 45 on a storm wizard

Players who have reached level 48 and completed the Dragonspyre quest "The Final Countdown" should speak to Merle Ambrose for more information about Celestia.

You need to get a few more levels before you can journey to Celestia, young Wizard.
