How to get the blank crystal

I am trying to run the level 48 reward quest for balance but i need the blank crystal to start.
Does anyone know where to get this??

are you in the cruidble if you are then you have to talk to beila wind gazer in the grand casm

go to belia windgazer in grand chasm and get the quest.then go to the vault on your quest arrow and defeat minions.there is no final boss just minions.good luck!
