You have to finish Mooshu to get to Dragonsypre.

You don't have to be a specific level. You just have to complete the final quest in Mooshu (which is defeating the Jade Oni).

I went to Dragonspyre when I was around level 40. It took me a while to get there. But there is no specific level. After Dragonspyre, you get to go to Celestia!
