Does anyone know where this gear is dropped or is it a recipe?

Vanguard gear is dropped. (The name of the crafted gear is Dragoon gear, so you know) I don't know where all the set drops yet, but I do know that the boots can be dropped by Viggor's Drake, and the amulet can be dropped by The Devourer. Also, school specifics don't matter. You can use any school Vanguard boots to craft whatever Dragoon boots you want, for instance.
