Deckathalon Enhanced Rune transmute

Hello! Is there a way to transmute normal runes to Enchanced ones? I went to Kara which was suppose to sell the recipes but saw nothing, I couldn't find her in the library either, does anyone know an easier way to obtain them?

Kara only sells the transmute when the event is not running.
